According to the Microsoft website
Use the Access 2007 Developer Extensions
When you install the Access 2007 Developer Extensions on your computer, a new section, called Developer, is added to the menu that appears when you click the Microsoft Office Button in Access 2007.

Oinstalled the Developer and opened an application but the "Developer" section does not appear when I click the Office Button.

Doug,

Try to manually re-enable it through the Access Options dialog

Steps: Office Button--> Access Options--> Add-ins-->Manage: COM Add-ins--Go...-->Check Microsoft Office Access Developer Extensions COM Add-in-->Ok-->Close Access Options

Now look under the Office button again.

Do you have multiple versions of Access on your machine?
