Hi. Can we use the DAP to do e-commence like electronic Procurement ? Do we need to use the 2010 version?

The last version of Access that allowed the creation of Data Access Pages was Access 2003. The feature was dropped after that although you can still execute DAPs in later versions (subject to issues with Win7and IE9).
So it's not worth spending any time on the topic.

ACcess 2010 introduced 'Web databases' but these are quite different to DAPs and require the use of Sharepoint 2010 for the backend.

You might want to look at more conventional web design software.
