You can use ASP or JavaScript depending on how secure you want it to be.

Here is an article from Microsoft that details how to create password protection using ASP which would fit well with FrontPage. Unfortunately, password protection with the original generation of ASP is imperfect. ASP.NET offers a far more robust and built-in security model but this version of ASP is not generally used with FrontPage.
