I have a report showing fuel consumption with 2 levels of grouping: Destination and Driver.

The details (the individual trips) of this report are not shown. Each driver's average fuel consumption for each destination is shown in the footer for the Driver grouping for each destination chosen.

What I want to do is display these averages in ascending order, but if I use ORDER BY then it simply sorts the details under the sub-group and leaves the drivers in the same order.

What I want to do is display the lowest average fuel consumption at the top of the report in ascending order to the highest fuel consumption at the bottom. Is there a way to sort these group footers based on the averages they contain?
