I am looking for a sample database with a calendar to list upcoming events/meetings by multiple individual/departments.
Open to members only and members can only edit their entries but be able to see others schedule to prevent overlapping of events by date and time

Microsoft Outlook maybe. Or Google Calendar. There are lots of similar groupware solutions to choose from.

I agree. While it's possible to re-invent a calendar application in Access, it hardly seems worthwhile because there are so many good off-the-shelf options.
