Windows 7 Lockdown, Windows 7

Over the last few years I've been running a program in the warehouse using a Windows XP machine. Over 500 people have access to this so I've had to completely lock down the PC. The users do not have access to a keyboard, just a mouse & proximity card reader to identify themselves. To lock the PC down I've used a program called KaneBT Taskbar & Start Menu Remover.
The XP machine has now been replaced with a Windows 7 machine which KaneBT is not compatible with. Does anyone know of any programs or ways in which I can lock down this PC? I need the machine to access the network so it can find the data but don't want users to be able to browse the network or use the start button etc. If the solutions involve the registry is there any way that only certain users will be affected, but when I log on as an administrator the restrictions are removed?
Many thanks for any help,

I have no experience with this but try the links in this Google search
You'll need Win7 Pro or higher - Home version might be more difficult/impossible
