For a creative writing project, I need to know if the phrase 'Keeping tabs on someone' is in current American parlance.

Absolutely. Liberals are keeping tabs on Conservative media outlets and vice versa. My supervisor is keeping tabs on me. I'm keeping tabs on my 82-year-old mom, who is still struggling with the iPad interface.

As someone whose real job is keeping tabs on people, I can say with certainty the phrase is occasionally tossed around in the office.
Although "FBS" (FaceBook Stalking) is rapidly replacing it.

Anyone know the origin? I suspect it might have something to do with a set of notes (tabs) on certain persons or things of interest.

George: I just looked up the origin (which I didn't know either) and came up with THIS.

Looks like it came about in the 19th century in the U.S. for bartenders to keep "tabs" (on a slate, or tablet) on the number of drinks a customer had. I guess that's also where "running a tab" came from as well.
