Yes I'm all for flags etc, that you could use to determine if this is the first run of an application version onsite, however it's also going be to very easy to check to see if your references includes the ones you want to load.
Enumerating the References collection to check for a name match, or use error handling to catch the error when you refer to a References collection member by name, e.g. References("Outlook").
(i.e. essentially the same way you'd check for the presence of any collection member.)

The Ribbon code might be more problematic, I can't think of any late binding example but perhaps delayed loading?
