I am trying to import a table (attached) into Access, but it wont accept the time in the column heading as a time and puts in a number rather than the time. Any ideas??

Your Excel data looks like it needs to be Normalized, so I threw together a quick-and-dirty database that will store one record for each unique value, with the date/time for that value stored as well.

Changing your real table name to "Table1" and your real form name to "Form1" in your posts makes it more difficult to understand what's going on, not easier.
