Quick question: For those running your AWA on-premises using SQL server, does the download to Excel function exist in the datasheet view? My understanding was that it was released in the O365 version with a plan to release the feature in the on-premises version.

Yes, providing you run SharePoint2016 OnPrem, not 2013. Same for cascaded combo/dropdown-boxes.
