For basic wireframes I tend to use a combination of Sparx Enterprise Architect and Microsoft Excel. However, those designs can have quite a short lifespan. I would tend to prioritise getting actual screens in front of the user with whatever development stack is being used. Even if some of the behind-the-scenes interactions are mocked-up, demonstrating a real implementation and getting the users' feedback on it is more valuable than a non-functioning design.

It's not clear what you are asking, possibly due to a language difference.

Are you looking for software to do basic design work, as nvogel suggests, or are you looking for software to design web-based application interfaces, i.e. tools to create web applications?
