I have the scroll bar property set to "Vertical Only", yet the horizontal bar is the only one that appears on the form. It is really annoying and I am unable to find the solution. Any ideas?

Do you have the tabbed form format or the cascading style? I think you may need the cascading style, if you haven't set it up yet.

I am currently using the overlapping windows, not tabbed. I honestly have no idea what is causing the scroll bar to remain regardless of which scroll bar property is selected.

Have you set the AutoResize to YES?

Auto Resize is set to "Yes".

Does the form boundary fit within the available workspace area? .. Even with auto resize set to Yes, I beleive Access will not extend the form window borders beyond a percentage of the available space for a form. Also, any chance you have some horizontal line objects right up against an edge? ... can you change the forms width in design view? Squish all your controls together, then change the form width, if you can't, then you probably have a line drawn somewhere and its next to the border or section header.
... Any chance of posting your app with the offending form? ... you can remove all but the needed data for the form ...
