I want to have as many records per page as I can in my report, but I can't use the Tabular layout because I have too many fields, even in Landscape orientation. I've created a report in Justified layout but it only shows one record per page. Is there any way to change this? I'm using Access 2007

Yes, there's only so much real estate on a report. To maximize it, you may have to "manually" place the controls on the page yourself. Also, take advantage of the Can Grow property to optimize the space you're using.
