Is there a way to have the first row repeat on every page except for the last page.

"How" will depend on which version of Excel you're using.

Conceptually, you can set a "header" and a "footer" in Excel.

Go to the Page Layout tab of the Ribbon, and click the little arrow that's in the lower-right corner of the Page Setup section to open the Page Setup dialog box. Go to the Sheet tab, and you will see where you can select rows to repeat at the top of each page.
