How would I go about doing something like that, that if the cell value is <=1 then let the cell color be red...

Select your range of cells.
Go to format/conditional formatting.
Change your operator to greater than or equal to then enter 1 in then next box over.
Click on format, patterns tab and select your desired color.
Click OK.

Try: Format-Conditional Formatting... Cell Value is greater than: x

Where x is your numero.
