This is pretty much just a cosmetic thing, but is it possible in Access reports to align items vertically to the page?

I.E. Regardless of what's in the sections above it, can I make a footer (record or page) stay flush with the bottom margin of the page?

Most of what I've come across so far tells you how to make the text go vertical (read from top to bottom instead of left to right) or let's you align items to each other, but nothing about aligning to the page (or section) itself.

The page footer should always appear in the same location on the page. The report footer will appear at the end of the data.

Are you experiencing different behaviour?
Go to the top of the page
