I would have atleast expected the dead code to be commented out if it wasn't removed. The biggest headache we had was disabling timers that were being used to autologout users after n minutes of inactivity. The timer code was so entwined in every form, report, controls, etc. that the 2nd developer just changed the timer variable types to TempVars to disable them because every time we encountered a bug while developing this app, the timer made it virtually impossible to troubleshoot the errors. We're not doing full-blown refactoring, just enough to make life easier to maintain this desktop app and add some new features while we're currently rewriting it in php so it can run browser-based on an intranet. We're doing the new development by the book, using the Symphony Framework, CASE tools, and well-defined design specs. We're not going to get burned with the same match again.
