these are users who do not appear in the Directory set up for authorized users of the app

if you go to the PowerApps community forums, you find that the "most kudoed" forum is External Users. Basically, for two years people have been asking for the ability to share apps with externals. MS has this marked as Planned, but has not responded for over two years now to the many people who have, month after month, asked "What's Up?"

however, in another forum, I found this:

Technically it does work. When external users access your site page which has a powerapps form they will be informed they require a license and have the opportunity to pay $7 for the right to use said form. Problem solved right?

Don't know if you have found your answer, but Microsoft has a new license model for external users.


This go's over the process and features external users can gain access to your apps.
