I have not done it personally. I know several Access developers who have done it. It is a matter of creating the Azure VM, installing the Windows Operating System and the appropriate Office application(s), probably O365.

I have no personal experience of using Access with Azure either but I know someone who has a lot of experience with that.
He isn't a UA member but is a regular contributor at both AWF & AF.net
If you are able to post the question at either of those forums (with suitable comments about cross-posting and a link to here), I will make sure he is alerted to your question

It certainly is, but you must install and use Windows Server 2016/2019 with Remote Desktop Services installed.

Also, the virtual machine must have enough ram and CPU cores to run five simultaneous users, thus the small and cheap VM instances will not fit the bill.
Further, installing Office (Microsoft) 365 is not the simplest task:

Overview of the Office Deployment Tool

but if you follow this guide, it works very well.

You can sign up for a free trial period. After that, you will have to pay:

Azure Pricing Calculator

Please note, that Azure and its offerings are very comprehensive, and it is not a five-minute task to figure it all out.
