I need to know if Msaccess 2010 applications are compatible with Windows Server 2016.

The Windows Server version doesn't really matter. The question is do you have an Office installed on the server? If not, just install the Access runtime 32bit for 2013 or later and you should be good to go. If you do have Office, you will need to match your runtime with the Office version and bitness.
