Access is great for the data side however I believe it lacks in the reporting / visualization. I have this manual report (attached) that I have created for many different areas, anyone with
some Access Report Expertise think that I could recreate this as an Access Report? Much appreciated.

That non-symmetrical quadrilateral in report header might be a challenge but otherwise, why would you think this could not be replicated?

If the image can be produced (as June7 points out), then I see no reason why the rest could not be produced.

ok thx for both of your input. I will try to publish the top portion as a transparent png and import into the report. I was overthinking the design.

As others have said, there is nothing complex about this assuming you use an image for the top portion.
The low-resolution screenshot shows a similar example from one of my apps.
