On one computer, only while in MS Access Macro design, pressing 'y' on the keyboard brings up the shortcut menu, and right-clicking does not. Shift-Y, Ctrl-Y, Alt-Y does not, just regular y. This does not occur in any other program. It even occurs in blank, newly created databases. In any other place the right-click brings up the shortcut menu and pressing y behaves normally.

Version is 2016 MSO (16.0.4266.1001) 32-bit.

What would cause that?

Has anyone else encountered this issue?

It resolved itself after restarting the computer, which also did a Windows update.
